The "ad hoc caucuses" may eat time, but they drive collaboration. @newtgingrich specifically cut the funding for bipartisan caucuses to make less space for cross-partisan collaboration. This is a genuinely dangerous idea. I wish @pkcapitol said so.

…. More wild ideas at reforming House: * shrink committee size by only giving members 1-2 assignments. * increase ability for popular bills to move quickly on suspension calendar. * cut number of ad hoc caucuses that eat time & drive division. * and finally: proxy voting! …
