It's a historic day: Today, the MTA Board voted to approve the toll rates for the nation's first congestion pricing program. This program will reduce traffic in Manhattan's central business district, reduce pollution, and provide critical funding for transit improvements.

I've been waiting for someone to make the complex simple for New York's Cap & Invest climate debate! This is the needed analogy: 20 year v 100 year is like highway v city miles per gallon. (The whole thread does an excellent job of explaining the current discussion in NY.)

I have not read the bill. Here are my first blush reactions: 1) Are there specific provisions that will ensure full cost recovery and off-balance sheet contracting structure(s) to preserve (enhance?) NYPA’s balance sheet capacity? 1/

We appreciate and urge the Assembly to protect energy consumers and NOT pass this bill allowing NYPA to build renewables. The Senate decision will only hurt consumers. This deters over two decades of successful private investment and will not help us reach our goals any quicker.
