Perhaps US aggressive expansion? It reminds me of the ‘Old Europe’ vs. ‘New Europe’ narrative during the Bush administration. Bush supported New Europe to join NATO to counteract Old Europe. Needless to say, none of these justify Russian invasion of Ukraine.
These concerns are why Eastern European countries have been interested to join the EU and NATO: they try to escape the threat of being vassalised in an alliance with Russia. And NATO’s aggressive expansion? NATO countries have rejected Ukraine’s and Georgia’s membership. 👇
FYI: UAE and India were the other two abstentions on the draft UN Security Council resolution on #Ukraine.

I get that Beijing doesn't trust Washington anymore but should do better in its own intelligence. I'd ignore any comments from Shen (plus Jin Canrong and Hu Xijin), though Shen might advise on online public opinion not necessarily on Russian FP.
