Will has the best take on this. Regulated utilities aren't anti-competition because they think the regulated model serves customers best. They are anti-competition because they've rigged the regulated model to serve them.

Utility rate reform bills clearing the House now, most on a bipartisan basis. Most popular, by votes (64-35), is HB1984 from @SallyLHudson, which would override the complicated statutory rules for rate reviews currently in the code and leave it up to @VAStateCorpComm discretion

House Labor and Commerce Energy subcommittee reports out @jonesjay HB2200 that would allow the SCC to raise and lower utility rates as needed, as long as utilities are guaranteed cost-recovery and an appropriate rate of return on equity.
