#SAC is not yet government. - no domestic legitimacy - no control over bureaucracy which is paralyzed by the Civil Disobedience Movement and no control over even local administration - ongoing violence @ASEAN needs to understand this. @Menlu_RI @VivianBala #ASEANrejectSAC
