there's no reason to think they believe that. they probably believe -- totally correctly -- that every small, even ambiguous, slight will be tallied and perhaps later whispered by some aide as a justification for a trade war or refusal to honor defense commitments.

Even worse are all these obsequious notes of congratulation from other world leaders, who delusionally believe if they flatter this dangerous, unhinged, buffoon, that he'll be nice to them. Same with the oligarchs, who mistakenly believe, he'll be their puppet. 16/
