Improving incentives makes a lot of sense. But using capital allocations to do this seems strange - surely capital should be allocated based on who needs it the most. Given the importance of capital, the worst performing hospitals may need capital more if they are to improve

This is such a great piece of research from @carmenvillaecon Convincing causal evidence that youth club closures in London led to more teenagers engaging in criminal behaviour (around 1 extra offender for every 500 local teenagers) and worse educational outcomes at age 16.
