Imagine banks building out ATMs and be subsidising withdrawals (because CBN regulates charges) for Opay customers. It's why the incentives have to be right (to build out a proper network) and it will not even come cheap either.
ATMs are not free, and the network is so poor that you pay a cost to use them (both direct and indirect). Banks have refused to build out (or use) the network because it is not profitable. It is CBN's fault. Who wants to invest in infrastructure that they are not using?
should the CBN revoke their licence or force them to build bank branches and ATMs? should Opay rely on existing infrastructure by banks? is the infrastructure free? will you not pay to use the infrastructure? why is it absurd that you pay for POS withdrawals?
