The power law of crime (that, e.g. 50% of British crime is committed by 0.14% of the population currently outside prison) is actually an *underestimate* of the damage repeat offenders do, because they also hurt our culture and norms against doing crime. Crime begets crime.

The most prolific phone thief in London is stealing 1000s of phones a year and may be responsible for over 1% of ALL phone thefts in the city. Most of ALL crime is committed by a tiny fraction of these career criminals. But more of them face shorter sentences than ever...
