If you are stubble burning farmer, you contribute 1.3% of Delhi pollution problem, but if you are vehicle owner, esp notorious SUVs, you are 14.2% of the problem. You need to be punished, not the Punjab-Haryana farmers. BtW, farmers have to be supported to stop stubble burning.
