Two things: 1. United have spent £40m less than City and are nowhere near - so clearly not anyone could do it. 2. If spending the most money wins the league, please explain how you outspent Man United every year of the 90s - bar 98 - and didn't manage to win it.

Pep has spend £820m in 5 years at City, I don't even care what anyone says that's absolutely ridiculous. Any manager on the planet could do what he has with that sort of budget, especially since he also inherited De Bruyne/Sterling/Aguero/David Silva/Fernandinho/Kompany.
