That's certainly how devolution from Westminster should look. How local and regional government works within England, Scotland, Wales and Northern Ireland should be up to the governments of those countries.

Actually England doesn’t really exist as a country. The country is now the UK. England is what we call a constituent county or a “home country”. The reason Strathclyde isn’t at the Euros is because it was fully absorbed into Scotland!
