Hands up who in England voted for district councils to be abolished. Where is our opportunity to (paraphrasing the Scottish claim of Right) decide the form of government best suited to England's needs?

Delegation to executive mayors,without democratic legitimacy of a prior approval referendum, is a substitute for fair funding, and genuine political autonomy over policy design and resource allocation for English local government.This is sham #devolution. bbc.com/news/articles/…

As someone who remembers the controversy over English Votes for English Laws, it’s also striking that there’s little controversy over Scottish MPs voting on this legislation, which could pass or fall by a small margin SNP MPs are expected to abstain

Actually England doesn’t really exist as a country. The country is now the UK. England is what we call a constituent county or a “home country”. The reason Strathclyde isn’t at the Euros is because it was fully absorbed into Scotland!
