This is untrue. The constitution doesn't recognise anyone as "Australian"; it gives the Commonwealth parliament power to determine who is a citizen or an alien, which can be and is exercised discriminatively via legislation and ministerial discretion. It is silent on equality.
All Australians are constitutionally recognised as Australians and we are all equal under the law. To say anything else is misinformation.
