Politicians struggle to assert authority over bureaucracy due to limited expertise and a lack of clear vision. Politicians often delegate matters to bureaucrats, who then wield power. However, when politicians do bring clarity and roadmap for their roles, bureaucrats do comply.

I think this is something the BJP government has failed to understand even after ruling the country for more than 10 years. Get rid of the bureaucracy that does not work for you. How tough is that?
