Jordan, the third biggest host, has been praised for its adherence to non-refoulement and willingness to integrate Syrian refugees into the formal economy. But that is also coming to an end, as Western donors cease to subsidize work permits, pushing Syrians into legal limbo.
They are excluded from a government aid response that centers on Lebanese refugees. Worse, they repeatedly face extortion across the country’s web of checkpoints. Some are arrested or disappear. All struggle within a broken economy. Many make plans, upon arrival, to leave again.
Wherever Syrian refugees are, they face growing pressures to move again. And that includes, amazingly, refugees who return to Syria for lack of tenable options elsewhere. Syrians fleeing war in Lebanon, for instance, receive virtually no support or protection once back home.
