This is a very interesting take on NT prophets. Eph 3:5 does seem to support this.

The role of prophet was of such significant authority that Paul said the church is "built upon the foundation of the apostles and prophets" (Eph 2:20). The next sentence (or two depending on the translation you're looking at) makes it clear he's referring to NT prophets (3:5). 3/
