Policy calls for a recount if it is within .25% of BALLOTS cast, not votes. The MV council seat was a "vote for three" contests so votes > ballots cast. That threshold was about 71 votes out of the 28,564 ballots cast in MV. The 97 vote difference comes out to about .34%
