Today in traffic court I saw elderly people, sick people, disabled people, blue collar workers, etc. getting shaken down for cash. I saw racial profiling. I saw bullying. I saw taxpayers carrying the burden while corporations who benefit from our roads get subsidies.

A citation is an arrest. A non-custodial arrest. So they will warn homeless people to no longer be poor and if they are caught being poor again they'll be arrested.

Police will be giving a few chances to those living outside. The first is a warning, the second is a misdemeanor citation and finally they will make an arrest if someone doesn’t comply to staying at a safe sleeping site. cbs8.com/article/news/h…
