Red State life expectancy is already much lower than Blue States and that disparity will continue to grow.
So what are people in red states going to do when all the doctors and teachers are gone?
A citation is an arrest. A non-custodial arrest. So they will warn homeless people to no longer be poor and if they are caught being poor again they'll be arrested.
