It's the design of aid programs and NGOs, unfortunately. For one, the unsustainability of NGOs is what pushes them to be fraudulent in the first place. If NGOs were truly altruistic and successful, their ultimate goal would be to drive themselves out of business.

the NGOs claiming to solve poverty are fraudulent. They might not be fraudulent on purpose but they are fraudulent in mission because the mission is an impossible thing. Monies donated mostly go to operations which is simply paying people to say they are solving poverty.
