Turns out Goa Tourism decided the best course of action when tens of thousands of people are complaining about how badly they were treated in the state is this:
Goa has done literally zero upgrades to itself. Whoever can afford is now travelling to Thailand for beaches instead of Goa. Taxi Mafia definitely has a huge role to play in it.

Once in Goa, we gave a lift to a foreign tourist in our car. Some taxi guy stopped us and asked us to get him down, or they would break the car. Goa tourism is ruined majorly by how taxi mafia behaved. Interesting case study. This never happens in Pushkar or Udaipur
