Surely the answer is obvious: elected politicians have very little power to do anything. Civil servants, lobbied by pressure groups and backed by the courts, decide policy. If ministers try to interfere, they are accused of bullying.
I genuinely don't understand - given the saliency of immigration - how the last Government let immigration spiral to a net increase of one million. What were the Tories thinking. It was political suicide.
