Yeah, X-35 was done by Skunk Works, but F-35 design was done at Fort Worth, which was General Dynamics and Convair, etc. F-22 was done at the same place that made the C-5 Galaxy and C-130. The overall cultures between those two places are different.
As promised, my thoughts on how the F-35 is not just an evolved F-22. This is purely based on my experiences and observations, and is not meant to be based on any literature. The key observation is that F-22 comes from the LM plant at Marietta, and F-35 comes from Fort Worth.
