Parking requirements are amongst the dumbest of zoning laws. How many vacant Manhattan apartments are there due to constrained parking. The laws equate to environmental carnage. People will use public transportation where there is no parking.

If the Empire State Building had to adhere to Cupertino, CA's parking requirements, the surface parking lot would cover 12 city blocks or 2.541 million square feet!
