When Raszageth says in Vault of Incarnates "You think the titans brought order to this world? No! They shackled it! What they could not control, they imprisoned... just like the Aspects did to us!" maybe it was literal, maybe the Titan's way of protecting her was to imprison her.
The idea that the Titans in some misguided effort to protect Azeroth from corruption also imprisoned her and the thraegar were the ones she asked for help to free her makes me think what if at the end Sargeras was not trying to kill her, but free her (even if for a bad cause)
