Sanctioning the Myanmar companies supplying jet fuel to the military is equivalent to arresting drug dealers in the UK but not doing anything about the smugglers and drug cartels which supply them.

The Myanmar military have undermined economic development for decades. The 'reform period' delusion that economic development would support democracy, without addressing military power and abuses, was always flawed. The military are the problem, never part of the solution.
