Another way to put this would be that they've grown up in a world where politics was defined by the existential threat posed by Trump and have never known anything else. It's the LePen problem all over again. Shock and urgency wear off when this happens in every election.

One mistake I think that the Biden and then Harris campaign made was not realizing that many young people never heard about many of the scandals that defined Trump for their elders. A 20-year-old was 12 when the Access Hollywood tape came out. Many young folks never heard it.
