Finland has just passed a law limiting "political" strikes to 24 hours while industrial strikes will be limited to two weeks. An industrial strike is when unions have a dispute with employers, while a political strike is aimed at political or societal goals.
The ruling class and its media have been using the same playbook for decades, even centuries in some cases. And it's still effective.
