Indeed. Older scholarship emphasized "The Choice" but there actually was no choice. The view was that the US was at war with Japan and the bomb was a weapon of war--the question was about how to use it, not whether to use it.
The truly disturbing thing about the US atomic bombing of Japan is that there wasn’t actually a decision to use (or not use) the bomb. It was simply assumed that the bomb would be used - and not as an alternative to invading Japan. They were going to bomb AND invade!
