I found the same thing and as we are trading similar strategies it comes with no surprise. Also, ICTs low probability days have mostly no impact on my Models. Therefore, as you said, you need to find out for yourself and don’t trust general expressions like these…
ICT often suggests waiting the first 30 mins after 9:30 before placing trades due to them being lower probability most times. My Trading Journal Suggests The opposite with my Winrate being higher in the first 30 mins. lesson: Journal and test yourself everything is subjective.

statistically we know 97% us30 will hit 1 Standard deviation or -1 standard deviation of the CBDR(Central banks dealer's Range), This can be used to give us a almost certain target if we get the Daily bias correct Indicator by @TradeForOpp Range Projections
250 trades and this is still a small sample size. What matters when you backtest is that your sample size covers the past few years. There's strategies that make 80% one year then deliver -10% for the next 3 years in a row.
I've noticed breaking 60% WR with a completely mechanical strategy is extremely tough to do😅 some do it over one year but most of them drop below 60% as the sample size(years) increases
