There's another 100X+ ratio in shipbuilding. And many other sectors. People need to be realistic. In any conventional war... You can't fight your factory. The US outproduced everyone in WW2. Not possible today without huge changes. Which will take time.

What seems to be happening is white labeling, not friendshoring. China apparently ships goods to Vietnam, and has them turn a few screws and wait a couple months. Magically the product is now “made in Vietnam”, and DC declares victory for industrial policy.
