Yes he was resisting but guns should only be used when the suspect is a serious threat to the officers and to the public. This man was just running off and the police didn't feel like playing cat and mouse. Seriously.
Here is what’s wrong with this situation. After the fight he runs away. The first cop isn’t using his gun he is still trying to bring him down without killing him. The second cop out of nowhere shoots him 3times from the back. At this point the situation wasn’t dangerous anymore.
