No. Its a very sensible line of questioning. When there's a finite budget and one sector gets a big budget increase, what isn't funded that could have been?
This must be one the the most bizarre lines of questioning we've ever heard in a political interview. There's no point to it. Labour's national insurance hike would have cost Scotland's public sector almost the same amount regardless of any pay award.
