Take a moment and examine the soccer system in the UK. Apply a similar structure to CFB here. Not every school is going to be able/want to devote the $'s to compete at the top level. Promotion and relegation enable movement up and down the pyramid.
Initial thoughts...80 is way too many. The top 48 moving up and out from current model would generate as much TV revenue as the top 80 because the matchups would be consistently better. Likely nothing happens till near the end of the current conference/CFP TV deals (2030ish).
