If the Elon-saylor mining cabal leads to miners making promises about their energy source - which can't be verified on chain - then we have introduced trust in our intermediaries, and we have lost something.
Nakamoto consensus miners not using the cheapest energy they can get, always, harms security. Miners must convert capital into the most number of hashes possible or they leave room to be outmined by an attack chain.
