This means that the MADANI budget is absolutely moving in the right direction: • Rationalising subsidies • Fiscal consolidaton • New dividends tax • Increasing incomes (so more will pay tax) But we need to do more, otherwise gov revenue will be a perpetual concern.

We have income distribution problem and because of that we have tax revenue problem. They basically couldn't tax the income below 3k. ~4mil as in formal sector.
My preference for sequencing: 1) Increase incomes so more people pay tax. 2) Lower thresholds. 3) Then only consider raising rates. This is exactly the sequence that @anwaribrahim seems to be following from the latest MADANI budget. It's the right way imo.

Based on this, I think we really need to discuss broadening the tax base. I built my chart from official LHDN data here: data.gov.my/dashboard/inco… The same dashboard shows that most Malaysians do not pay tax (only 4.2 mil filings, labour force is ~16 mil). Not sustainable.
