I'm no expert, but my understanding is that "exit taxes" in the U.S. is mainly capital gains tax. The basic idea is to prevent allowing rich people to evade capital gains by renouncing their citizenship, which would be unfair to everyone else who has to pay cap gains.
Capital gains taxes seem like a really bad economic policy to me, so I'm not defending them. However, if they exist, there shouldn't be loopholes for some people to avoid paying them. Details about the tax: irs.gov/individuals/in…
