Ombudsman O’Reilly highlights the importance of access to EU documents for overall EU accountability during @AEJBelgium panel discussion on transparency
In its handling of an infringement complaint about an agricultural law in 🇵🇱, @EU_Commission did not properly assess conflict of interest allegations concerning its Agriculture Commissioner. We've asked the Commission to review its decision making in this case. 🧵1/2
We suggest @EU_Commission make public all opinions issued by its ethics committee concerning former commissioners’ post-mandate jobs. This would improve transparency and public scrutiny around the Commission's ability to ensure these jobs are compatible with post-mandate duties.
We call on @EU_Commission to be more transparent about #humanrights information it relied on before signing an agreement with Tunisia that includes EU funds for border management. It should also set out and publish explicit criteria for suspending EU funding. Our findings 👇
We have found maladministration in @EU_Commission failure to meet legal deadlines for preparing authorisation decisions concerning dangerous chemicals. Decisions take 14.5 months on average despite 3-month deadline, with the chemicals remaining in use during the process. 🧵 1/3
While we welcome @Frontex willingness to end its systemic refusal to provide lists of documents identified in access requests, we remain dissatisfied that it will only provide lists in certain circumstances. We will monitor implementation of this policy. ombudsman.europa.eu/decision/19408…
We have asked @Frontex to provide lists of documents it identifies as falling within the scope of access requests. EU institutions should provide such lists unless disclosure undermines any interests to be protected. ombudsman.europa.eu/case/64187?utm… [1/2]
🇪🇺 Ombudsman Emily O'Reilly discussed institutional mechanisms for monitoring and protecting migrant women’s fundamental rights at @ENoMW event - Breaking Barriers: Migrant Women's Path to Rights and Justice in Europe. Read full speech here 👇
We have found maladministration in @EU_Commission refusal to grant access to documents concerning EU law on food information to consumers #NutriScore We urge it to give full effect to EU case law, which calls for high transparency for legislative documents.
"Building a more ethical culture in Brussels, Strasbourg and elsewhere is a collective responsibility. This is particularly true of the revolving door phenomenon, which necessarily crosses sectors, codes and legal frameworks." 🇪🇺 Ombudsman Emily O'Reilly speech to @seap_eu 👇
We welcome that @EU_Commission now requires former officials to mention restrictions were imposed on them in public communications about their future position. We've asked that it require them to describe these restrictions accurately and meaningfully. 🔗ombudsman.europa.eu/en/doc/corresp…
We have asked @EU_Commission to publish details on how it has handled the planned move by a @EU_Competition director to the Brussels office of an US law firm. 📌 ombudsman.europa.eu/en/news-docume…
Several speakers and attendees gathered this evening to hear Emily O'Reilly reflect on her 11 years as European Ombudsman. Read Ombudsman O’Reilly’s keynote: ombudsman.europa.eu/speech/193024?…
We have asked @EU_Commission how it works on urgent legislative proposals, such as the recent amendment to CAP legislation, and how it assesses whether proposals are consistent with climate-neutrality objectives in the European Climate Law. 📌 ombudsman.europa.eu/news-document/…
Many @EUombudsman inquires are related to ethics issues - here’s a handy overview of the positive changes as a result of this work 👇
EU institutions have put in place ethics rules to protect their integrity and ensure transparency. Our work is to monitor their implementation and to promote more robust ethics standards in the EU administration. Find out more in our latest explainer 👇
We have asked @EU_Commission to do more to ensure balance of expertise on its Regulatory Scrutiny Board including in macro- and microeconomics, social policy, and environmental policy – the three pillars of sustainable development. 🔗 ombudsman.europa.eu/news-document/… [🧵1/2]
We strongly regret @EU_Commission’s refusal to follow our recommendation and give greater #AccessToDocuments related to the legislative proposal to combat online child sexual abuse #CSAM 🔗ombudsman.europa.eu/en/news-docume…
We have received @EU_Commission's reply to our questions about the rules for Commissioners concerning post-mandate jobs, and are now analysing it. ombudsman.europa.eu/pdf/en/189434
We have asked @EU_Commission if it has improved guidance for Commissioners taking up post-mandate jobs so that damaging allegations abt representing interest of companies during their cooling-off period are avoided for the outgoing Commission. #Uberfiles ombudsman.europa.eu/case/65721?utm…
We have asked @EU_Commission a series of questions about the delays in how it handles EU law infringement complaints, and about how it communicates with complainants.
We have opened an own-initiative inquiry into how @EU_Commission ensures transparency and stakeholder participation within the nearly 1100 expert groups that provide it with specialised policy advice.
"As new mandates begin for the major EU institutions, do we look now to high idealism, or to the urgent concern about our future, or both? It is a question for all of us bound to serve the ideals of the European Union." Read the speech by Emily O'Reilly at @MaastrichtEUlaw 👇
