Not really much to add here. Banks will try to reach the tax neutral level and they'll try to find loopholes that will help them to achieve it. This is sub-optimal lending and it's in tandem with forcing attrition of deposits. Clearly the country isn't benefiting from this.
It's literally stupid activity bright about by idiots in government and a banking regulator that likes to watch everyone take pot-shots at the industry that it's supposed to regulate and also protect.
In short the SBP is the boss that takes all the credit for his team's achievements but won't take any of the flak when the team needs a boss to defend them. Basically the regulator is a small time, small minded bully allowing a bigger bully to extort everyone in it's territory.
Why is this happening, because the IMF requires the country to start balancing expenditure and revenue. So the easiest way to do that is to slap banks with a stupid and unrealistic tax. No original thought, no actual cutting of ministerial positions, no rationalising defence.
It's reflex action to add a tax on banking as much as it's a reflex action to add a tax to salaried class. Neither of the two weaklings have lobbies/political affiliations/friends in parliament/uncles in armed forces. So banks and salaried get screwed. Business and govt win.
Follow the money and you see who wins. Banks lose, depositors lose, cheap lending means business and industry win and if the banks don't meet the ADR requirement, the govt wins. It's not rocket science.
