Good thread, read it. I will add a few thoughts/amplifications. Not suggesting any of the below as solutions (it's complicated!), just as extra thoughts to consider.

It is 100% this and ALSO people take fewer PTO days if they are unlimited than if they have some specific number they know they can take. It is a grift.

Next time we have a gov shutdown, Congressional salaries should be furloughed as well. It’s completely unacceptable that members of Congress can force a government shutdown on partisan lines & then have Congressional salaries exempt from that decision. Have some integrity.
