To what extent does this alleviate the burden placed on smaller businesses by this sales tax holiday? implement & undo, returns, delays…

CFIB has confirmed that the GST/HST holiday will not affect Input Tax Credits regardless of when a business has purchased their inventory. So a merchant will get to deduct the GST/HST they've paid, even if their consumer sales are now exempt.

Implementing the HST in 2010 cost businesses (both big and small) money, time, and effort — but moving Ontario to a value-added tax made sense economically, if not politically. A months-long GST holiday is just bad public policy.
