I really don't get this. States already do this using more granular data and often more measures of school performance (growth, attendance, etc.). Pardon the pun but what is the value-add here?

Very saddened by Larry McMurtry's passing. I did not really read recreationally until I picked up one of his novels in college. His books have accompanied me through many phases of my life, and reflecting now I appreciate how much I learned from his rare combo of wit and empathy.
