Implementation capabilities hold so much promise potential and power

Fully agree with all. It has been the central argument about health systems since 1978 Alma Ata; including the 2000s’ call for health system strengthening. But delivering on PHC requires appropriate governance (DHS) & leadership across the system. Internal not external support.
