You also could have stated, they they would need to talk to Nezu about the transfer. He is the Principal, not you. So Nezu would possibly be able to make something happen for them.
That is understandable, but its a system between schools. It could be possible for Ketsubutsu to set something up with UA to the point where they could transfer.

But that makes no sense, there is a loop hole there. For them to be able to flood the school theyre still going to have to be on UA ground to do so. UA campus is very large, and takes up a lot of space, so if they were in the fencing of the school, thats still breaking in.
