Found it! It was a 1996 NOVA episode called Top Gun Over Moscow to.pbs.org/3uiar6c bit.ly/3ulbn9P
I recall seeing a documentary about the differences between Russian & US fighter designs and why Russian air fields were overgrown compared to pristine American ones. The explanation was that the Russians just designed their fighters to operate in unkempt and rugged conditions.
