I think part of the confusion about the missile attack on Dnipro is that it *was* a bigger missile than previously used against Ukr, but there are many levels of 'bigger' between Iskanders and an ICBM. This was an MRBM not an ICBM, not even an IRBM. (look them up if you need to)

Putin just gave a speech naming this as the "Oreshnik" intermediate-range ballistic missile with hypersonic non-nuclear payload, per Dmitry Stefanovich.

Ok, two reasons why I think Russia probably used a variant of the long-gestating RS-26 Rubezh IRBM: (1) Russia hinted that it resumed development of the RS-26 this summer and (2) that's what the Ukrainians predicated a day ago, down to the launch site.

I would bet a fair amount of money that "Oreshnik" turns out to look a lot like the RS-26.

FYI: I've always seen the US designator for the Rubezh as SS-X-28 (below), although lately I've seen OSINTeers use "SS-X-31". It's possible the new Rubezh is different from the old one enough to warrant a new designator. No idea, honestly.
