Seems like real-time revision of UN powers as per the UN Charter. What sources support that UNSC resolutions are non-binding if using “recommendatory” language? And in any case “calls upon” is a directive, not a suggestion.

On the question of binding/non-binding, this draft may be mixed, even by US terms: "Calls upon" & "urges" (OP1) are generally considered non-binding, even by those who have a different overall interpretation of "binding" than US. But "Rejects" in OP5 could be considered binding.
