Very simple @SamoBurja —Americans think of themselves as having a familial relationship with the Europeans. We feel like they are what we could be, or vice versa. In contrast, the Japanese are an alien people. Theirs is a separate story. FWIW this is stupid. But it is.

The Europe is poor discourse isn't about wealth. Japan's GDP per capita is around $33,850, the average for the European Union is significantly higher, around $43,350 per capita.  No one talks about how poor Japan is compared to Europe or the US.

I think Amy cuts to the core issue. Russia is carrying out a sabotage campaign across Europe. If we do intend to deter that, then we have clearly failed. The Russians continue to bomb magazines, arsenals, and ammunition plants and have now expanded to targeting airliners.

That is, essentially, a deterrent threat, and Putin has not attacked NATO, so maybe deterrence worked, on some level. This deterrent threat may or may not extend to gray zone challenges, but to extend it, NATO would have to communicate that extension. (2)
