When you excessively tax “luxury” items you often prevent the sale itself and therefore collect zero. 35% x 1 cr x 0 = 0 whereas 18% x 1 cr x 1 = 18 lakh. Consider the demand elasticity before applying high rates! That is good policy for sin goods but not for luxury consumption……
