The Government should consider organizing a conference to discuss the underlying issues and develop a marshal plan. The solutions have to be long term not whimsical. Education, development of infrastructure, alternative sources of livelihoods etc.


My thoughts on cattle rustling and banditry in the North Rift and Northern Frontier Districts. It is socio-economic, not a military problems. It feeds into an industry with powerful actors. A military operation will address symptoms but leave the underlying issues unresolved.
