I get it now, this is comedy. You're a comedian. You're trying to subtly point out that a national flag isn't partisan and that there's a speech and debate clause carve out and that the Hatch Act applies to civil service employees in the executive branch. You almost got me.
Congress is not covered by the Hatch Act "The Hatch Act of 1939, An Act to Prevent Pernicious Political Activities, a federal law that prohibits CIVIL SERVICE EMPLOYEES IN THE EXECUTIVE BRANCH of the federal government from engaging in some forms of political activity."
